These could be a piece of equipment, a fixed price service or a person who is permanently assigned to the project and you will be charged a fixed amount for them. In JCVGantt these are classed as flat costs. Open the Resource Table, give them a name, enter the cost and choose the Unit flat. Add that resource to a task or tasks and the cost will be included in the calculation.

You can use the load to share this cost between projects. Let's say its a Project Manager and this project will be assigned 20% of their annual salary. Other projects could be using the same Project manager via the Resource Pool.
